Yes, it's a joke, and now labeled as such. It's not entirely implausible, and it's aimed at people who are currently claiming that, in the case of a regional rep to the LNC, only the appointing region has any authority to enforce LPUS Bylaw 8.4 setting the qualifications for LNC reps.
